# Banco BISA Joins Panama's International Banking Center

Panama's banking system keeps adding international players, and the latest addition comes from Bolivia. The Superintendencia de Bancos de Panamá (SBP) confirmed that Banco BISA obtained an international banking license to operate from Panama, becoming the sixteenth bank to operate under this category within the country's International Banking Center (CBI).For those of us living, investing, or doing business here, news like this is a good barometer of something that matters far beyond the headline: just how solid and attractive Panama remains as a financial hub.

## What exactly happened?

Through Resolution SBP-BAN-R-2026-00478, approved on July 13, 2026, the Superintendencia de Bancos de Panamá granted Banco BISA, S.A. (Panama Branch) an international banking license.

The process formally began on March 19, 2026, when the entity received a temporary 90-day permit to complete its registration, and wrapped up with final approval announced by the regulator on July 20, 2026.

Banco BISA is a Bolivian institution with 63 years of history (founded July 5, 1963), backed by Grupo Financiero BISA, which reported a net worth of $339.5 million in 2025.

Banco BISA itself manages assets of approximately $4,555 million, with equity of around $442 million and $68.8 million in profits attributable to its parent company during 2025. In other words, this isn't a small player.

## What is an international banking license, and how is it different from a general one?

Panama operates a tiered banking license system. A general license allows a bank to operate both within Panama and abroad, including taking local deposits.

An international license, like the one Banco BISA received, restricts operations mainly to transactions that "are perfected, consummated, or take effect abroad"  meaning the bank can operate from Panamanian soil but focused on international business, not retail banking for the general Panamanian public.

This distinction matters because it explains why Banco BISA's arrival doesn't change, overnight, your options for opening a personal account as an expat (that process still runs mainly through banks with general licenses, the kind we cover in our guide to bank accounts for foreigners).

What it does reflect is the strength of Panama's financial ecosystem as a base for international operations.

## Why this matters to expats and investors

Panama built its International Banking Center over decades by betting on a combination that's hard to replicate elsewhere in the region: a dollarized economy, regulatory stability, a strategic location, and a legal framework that attracts international capital.

Every time an established foreign bank chooses to set up an international license in Panama instead of another financial hub in the region  it's one more validation of that bet.

For anyone weighing a move, a real estate investment, or simply shifting their financial life to Panama, news like this matters for what it represents as a whole: a banking system that keeps growing in depth and diversity rather than shrinking.
