New Paths to Live in Panama: 5 Immigration Updates from 2026 That Benefit Expats

Panama has long been one of the easiest countries in the region to settle in, and 2026 has brought several changes that open the door to even more people. Some are brand new, like the addition of Ecuador to the Friendly Nations list in September. Others, like residency for long-term students and for scientists and exceptional talent, came earlier in the year but are still not widely known in the expat community.

Here's a simple overview of the updates worth knowing about, whether you're planning a move or already live here with family.

1. Ecuador joins the Friendly Nations list

Through Executive Decree No. 16 of August 31, 2026, in force since September 1, 2026, Panama added Ecuador to its list of Friendly Nations. This means Ecuadorian citizens can now apply for the same residency route that has been popular with Americans, Canadians, Europeans and many others.

How it works:

  • Applicants first receive a two-year provisional residency and can then apply for permanent residency.
  • They must show economic or professional ties to Panama through one of three paths: a job offer with a Panamanian company, real estate worth at least US$200,000, or a fixed-term bank deposit of at least US$200,000 held for at least three years (according to the law firm Icaza, González-Ruiz & Alemán).
  • Spouses and dependent children can be included in the same application.
  • Residency does not replace a work permit, which is handled separately with the Ministry of Labor (MITRADEL).

For the broader expat community, the change confirms that Friendly Nations is still Panama's flagship residency program and that the government keeps expanding it.

2. Permanent residency for long-term foreign students

Executive Decree No. 3 of February 6, 2026 created a residency path for foreigners who have studied in Panama for more than six consecutive years, at the primary, secondary and/or university level. It starts with a two-year provisional permit.

This is good news for expat families who arrived with young children. Kids who grew up and went to school here now have a clearer way to stay in the country as young adults.

3. Residency for scientists, researchers and exceptional talent

With Executive Decree No. 6 of March 20, 2026, Panama created a residency category for scientists, researchers and people with exceptional talent. Applicants need to show their track record (publications, awards or patents), a letter from an institution in Panama, a work plan, and proof of financial means or funding.

Applications go through a single window at the National Migration Service, with a maximum of 30 business days to resolve. It's a clear sign that Panama wants to attract professionals and knowledge, not only retirees and investors.

4. A special passport for Qualified Investors

Law 493 of October 28, 2025 allows Panama to issue a special passport to permanent residents under the Qualified Investor program and their dependents. It's important to understand what it is and isn't: it does not grant Panamanian nationality and does not replace your own passport.

Also note that the Qualified Investor program itself was updated in September 2026 (Decree 17), with new minimum amounts depending on whether the property is new or resale. We cover that in detail in a separate article.

5. Migration certificates online

Since 2025, the National Migration Service accepts online requests for migration status and travel movement certificates. It's a small change, but anyone who has spent a morning in a government office knows how much a few less trips can help.

What this means if you're...

...planning a move to Panama: You have more options than ever. Before choosing a visa, compare the routes by cost, time to permanent residency and whether you plan to work. Remember that residency, work permits, tax residency and citizenship are separate processes.

...an expat family already living here: If your children have studied in Panama for years, the new student residency route could matter a lot for their future.

...a professional or researcher: The talent residency category may be faster and better suited to you than the traditional investment-based visas.

...from Ecuador: You can now apply under Friendly Nations, with the same process as other eligible countries.
